Skill Development is to create a workforce empowered with the necessary and continuously upgraded skills, knowledge and internationally recognized qualifications to gain access to decent employment. It aims at increasing the productivity and employability of workforce.

Skills development can help build the quality and relevance of education and training for women and men which fuels the innovation, investment, technological change, enterprise development, economic diversification and competitiveness that economies need to accelerate the creation of more jobs.

The skills shortage in South Africa has been identified as one of the main impediments to reaching the stated economic growth targets of the Government. “SETA” stands for Sector Education and Training Authority.

They are concerned with education and training and their job is to help implement the National Skills Development Strategy and to increase the skills of people in their sector.

One of the primary objectives of the SETAs was to collect skills levies from employers within each sector, in terms of the Skills Development Levies Act and make the money available within the sector for education and training.

This was to go to employers and training bodies, and to learners in the form of discretionary grants and bursaries. Mandatory grand submissions must be submitted each year by 30 April and discretionary grant will be communicated to stakeholders by the relevant SETA.

Mandatory grants include WSP/ATR and PIVOTAL plans and Discretionary grants include Learnerships, apprenticeships, ect.
